Capt. Blaine Horrocks Representing the United States Coast Guard.

Captain Horrocks' Bio

A native of Ionia, Michigan, Captain Horrocks graduated from the U. S. Coast Guard Academy in 1977 with a Bachelor of Science in Management. Following graduation, Captain Horrocks remained at the Academy for the summer as a waterfront and sailing instructor. In the fall of 1977, he reported for his first afloat tour of duty as Operations Officer aboard Coast Guard Cutters (CGC) SUNDEW, MESQUITE, and WOODRUSH in Charlevoix, Michigan. Upon completion of these assignments, CAPT Horrocks was assigned as Commanding Officer of CGC POINT JACKSON home ported in Woods Hole, Massachusetts. During this tour of duty, CGC POINT JACKSON was deployed to Key West in support of the 1980 Cuban mass exodus.

As a career seagoing officer, Captain Horrocks went on to command three other Coast Guard Cutters. He commanded CGC RED BIRCH, a 157 foot Coastal Buoy Tender home ported in Curtis Bay, Maryland and CGC COWSLIP, a 180 foot Seagoing Buoy Tender out of Portsmouth, Virginia. In both assignments, he was responsible for the proper operation of floating Aids to Navigation in the Chesapeake Bay as well as other Coast Guard missions such as: Search and Rescue, Domestic Icebreaking, Maritime Law Enforcement, and Marine Environmental Protection. More recently, Captain Horrocks commanded CGC STORIS, a 230 foot Medium Endurance Cutter home ported in Kodiak, Alaska. CGC STORIS’ primary mission was enforcement of fisheries regulations and marine mammal protection. Captain Horrocks is also a professional mariner who maintains a license to serve as Master of U. S. Steam or Motor Vessels of Any Gross Tonnage upon Oceans.

Captain Horrocks’ staff tours of duty include assignment to the Ninth Coast Guard District’s Operations Center and positions as Chief, Budget Coordination Staff for the Office of Personnel and Chief, Intelligence Plans, Program, & Budget Branch for the Office of Intelligence at Coast Guard Headquarters in Washington, D.C. Captain Horrocks is also a 1988 graduate of George Washington University where he earned a Master’s Degree in Business Administration.

In 1998, Captain Horrocks was assigned as Chief, Aids to Navigation and Waterways Management for the First Coast Guard District. His duties include the management of over 5,700 Federal Aids to Navigation, oversight of icebreaking operations/coordination of energy commodity deliveries in the Northeast region, and more recently as a coordinator for Maritime Homeland Security. Over the course of the past four years, Captain Horrocks has earned a reputation as a stalwart supporter of preserving the history of both the Coast Guard and our Nation’s maritime heritage. For instance, in New Bedford, his staff worked with the City and other interested parties to determine a suitable location for the Vineyard Lightship #73 bell, which is now a prominent feature of the Lightship Memorial here in this park. Captain Horrocks and his staff also partnered with the City during the restoration of Palmers Island Lighthouse and the relighting of Clarks Point Lighthouse. Recently, he has been engaged in the process of identifying an inventory of historic Coast Guard lighthouses that will be transferred to Federal & State agencies, local municipalities, and non-profit organizations under the recently enacted National Lighthouse Preservation Act of 2000.

Procedure for Memorial Ceremony

In the case of unknowns: The ships Name will be read. The number of unknowns will be stated. One flower will be placed at the base of the Memorial “front “ side” for each unknown. Each flower will be placed by a Lightship Sailor. Each person who lays a flower will then ring the bell once.

Disclaimers & Corrections

The above information is a "word for word" copy of the page that was on the old website & run by other people. A video taping was done, as well as pictures taken of each era ( pre Coast Guard, WWll Vets, Korean Vets, Viet Nam Vets, Buoy Tender Sailors, Lighthouse Keeper ETC ETC ). Not one picture or video was ever produced, copied or printed and therefore these are NOT in the possession of The U.S.C.G. Lightship Sailors Association.

The reunion claimed to be, in part, to "dedicate" the Memorial Bell.  Most were mislead into believing this was 'THE Dedication'. When actually the dedication date was originally in 1999, and intended ONLY for those lost on The 117. This was Actually a rededication by and for ALL Lightship Sailors on U. S. Coast Guard Day.
